Cleo LeBall is a young neighbor and the athletic rival/frenemy of Zoe.
Appearance[]
Cleo has orange eyes and blonde hair that is dyed hot-pink at its tip. For accessories, she has a black smartwatch on her right wrist, and white-rimmed sunglasses with pink shades on her cap. She wears a black cap on her head that is facing backward with a blue underpeak and it has the word "win" stylized and embroidered on it. She wears a black jacket with a pink drawstring and light-blue cord locks on the jacket's darker gray collar underneath a pink and white shirt with a black collar. The rest of her outfit includes black leggings with hot-pink and orange fire design on the left side which is worn underneath pink jean shorts with a yellow belt. On her feet are a pair of white shoes that have yellow, blue, and pink velcros with pink lining and white soles and fair skin .
Personality[]
Fitting with her last name, Cleo is an athletic girl with a passion for sports. She is arrogant, over-confidence, proud, competitive, and has an unbridled passion for winning. However, she lacks sportsmanship and can't stand the thought of losing a competition which she takes very seriously. When she and Zoe both team-up for the soapbox derby race in "The Best Team", her ego and lack of sportsmanship get in the way of them winning as a team, such as when she attempted to cheat by knocking Axel and Luka's derby car aside from the track, that she's even willing to abandon her partner so she could win alone when she doesn't want to lose her lead after Zoe leaves their derby car to help the boys after their derby car was crashed by Madcap, which leads to Cleo's disqualification for finishing it alone because of the rules require the contestants to race together as a pair.
Although she doesn't take kindly for losing and while she can be hot-headed and rude sometimes, Cleo is generally kind and opinionated who doesn't have any mean streak in her, such as when she's willing to help coach Axel to teach him how to play dodgeball in "Dodge City" — although this leads to both her and Zoe fighting over who's the best dodgeball coach. There're also times where she can become humble and would congrats Zoe after losing against her, like in "Bowling for Ballers", which implies that while she likes to win and doesn't take kindly for losing, Cleo has a compassionate side and she would often show a bit more kindness to those who best her. She's also willing to have fun with her rival Zoe as long as there aren't any competitions between them.

Cleo knows how to play numerous sports, including dodgeball, bowling, soccer, and air hockey.

Zoe[]
Zoe is Cleo's frenemy and occasional athletic rival. Most of the times, they would always compete with each other in various competitions to see who's the best, whether it's to prove to Axel which one is better of being his dodgeball coach in "Dodge City" to even wanting to prove whose birthday party they plan is better than the other in "Party On".
In "The Best Team", the girls team-up with each other for the soapbox derby race, but although Zoe and Cleo manage to work well together during the race, Cleo's lack of sportsmanship gets in the way of them trying to win. When Axel and Luka's derby car crashes because of Madcap's intervention and they're on their third lap, Cleo refuses to let both herself and Zoe lose their lead when Zoe leaves their derby car to help her friends. And because of it, she ditches Zoe so she could win the race on her own despite they're supposed to be a team since the derby race is a team race which leads to her disqualified even though she finished the race first.
Although the two girls didn't always get along with each other, they both don't have an extreme hatred for each other and they don't see themselves as each other's "enemies" but instead, they're more just competitive and friendly rivals. On a rare occasion, such as in "Bowling for Ballers", Cleo would congratulate Zoe for winning against her and admits her defeat instead of taking out her frustration on her. Near the end of "Dodge City", both Zoe and Cleo are even willing to play a friendly game of dodgeball with Axel despite the girls' rivalry, which implied that while they normally compete against each other, they have a frenemy relationship and they both like to have fun as long as there isn't a competition since Cleo doesn't like to lose.
As mentioned by Zoe in "Party On", Cleo even planned her rival's tenth birthday party "just to prove it'd be [her] best birthday ever" and when her birthday comes, Cleo came to the bowling alley early to see if everything is as perfect for her birthday party as it was for Zoe's. And while Cleo doesn't get to celebrate her birthday since she has to compete against Zoe on an air hockey match, though she's unaware that Zoe is actually distracting her to prevent her from seeing the party as what Zoe assumes to "not perfect", she's having a great time with her frenemy after Zoe wins and admits to her that she never get to play with someone who "pushes her so hard" and thanks her giving her the best party ever. Before she leaves the bowling alley, Cleo even hugs Zoe and tells her that she'll have to start thinking of ways to top it for 11th birthday party next year.
Axel Mulligan[]
Although Axel is friends with Zoe, Cleo gets along with him and sees him as her friend. She is willing to teach Axel how to play dodgeball in "Dodge City" despite her conflict with Zoe and the three kids later play a friendly dodgeball game near the end of the episode. When Princess SugarSalt tries to manipulate the Power Players into thinking Axel abandons them with Cleo to destroy the team's friendship, the two kids, who're under Princess SugarSalt's spell, both hang out with each other much longer than they originally were.
