Blue a.k.a. Agent 3 is a resident of Inkopolis inside Retrope's Video Game Core. He is based on the protagonist(s) of the story mode of "Splatoon".

He appeared & taught Navin and Axel how to survive in the Haunted Inkopolis Forest and helped them find Landon and Caturtle, who came to his world while chasing a Robo-Rat through Axel's Room.
